Starting from April 1, 2026, individual payments will be transferred to a non-cash form

As part of the program to reduce the shadow economy in Uzbekistan, new rules for paying for goods and services are being introduced

In accordance with the Decree of the President of the Republic of Uzbekistan No. PF-246 dated December 10, 2025 and the decision of the Special Commission for Reducing the Shadow Economy, starting from April 1, 2026, a number of payments will be made in non-cash form-through bank cards and electronic payment systems.

The new rules apply to the following categories::

- government services provided through major online payment services;
- utility bills;
— payment at gas stations;
- purchases in excess of 25 million soums;
- purchase of tobacco and alcohol products.

To make a payment, just use a bank card or the bank's mobile app with QR code support. Banks and payment organizations are required to notify the public in advance about innovations through push notifications in mobile applications, as well as through the portal my.gov.uz.

This measure is aimed at increasing the transparency of financial transactions, reducing the share of cash turnover and combating the shadow economy. Switching to cashless payments also simplifies the payment process for citizens, making it faster and safer.

We recommend that citizens make sure that they have an active bank card or mobile banking app installed in advance.
